I used cardboard packaging and cut them out to fit in the wagon. Then I put a base layer of relevant aggregate, light spray of IPA and glued with track bond, (watered down PVA will do). Once reasonably dry I then create the mounds to give the profile you require and hey presto, it is done. Aggregate differs in colour based on the size of the aggregate and is never really a uniform colour even from the same quarry.
